The change agent is normally the expert in for the new system to implement or the existing system to update or reconfigure. He or she will start by making a detailed plan of the steps needed to complete the change and will read up on release notes and other documentation. Depending on the type of change several things will have to be done that can only really be determined by the change agent, therefore, he or she is responsible for documenting the plan of action. In many cases this plan will have to be approved for budget and content. A support manager will likely look at the details and determine if the plan is complete and ready for implementation. The budget holder will then have to approve the detailed budget needed for the change.
