Once approval has been acquired, the change will first be implemented in a test environment that mirrors the production environment as closely as possible. This is a step that is often skipped and when that happens it almost invariably causes downtime and a lot of unforeseen problems during the implementation into production.
In the case of changes to service delivery, there is no real test environment, but the change could be tested with a small group of test users for feedback before changing the way the service is delivered to all users. This will help determine if documentation and such are easily understood by the end user.
